Himmat Card Program for PWDs in Punjab
The Government of Punjab has taken a major step towards supporting persons with disabilities (PWDs) by launching the Himmat Card Program for PWDs in Punjab. This initiative is designed to provide financial assistance and services to eligible individuals through ATM-enabled cards, ensuring ease, dignity, and independence in accessing funds.
What is the Himmat Card?
The Himmat Card is a new welfare initiative by the Punjab Government aimed at empowering needy and unemployed persons with disabilities. It is not just an ATM card; it is a gateway to various government services.
Currently, the government is offering a quarterly stipend of Rs. 10,500 to eligible PWDs. In the future, additional services and benefits may also be provided through this card.
Key Features of the Himmat Card
- Quarterly Financial Support: Eligible PWDs will receive Rs. 10,500 every three months.
- ATM Functionality: The card allows easy cash withdrawals from any ATM, giving users more financial independence.
- Phase-Wise Distribution: A total of 65,000 cards will be issued in two phases.
- Dedicated Quota for Women: 30% of the cards are reserved for female beneficiaries, promoting gender inclusiveness.

Phase-Wise Card Distribution
The Himmat Card program will be rolled out in two phases:
Phase I:
- 40,000 cards will be distributed.
- These will go to the most eligible and needy individuals as per the set criteria.
Phase II:
- An additional 35,000 cards will be issued.
- This phase will continue expanding the program to reach more deserving individuals.
Payment Start Date:
- The first round of payments will begin on September 15.

Eligibility Criteria for the Himmat Card
To ensure the support reaches the most deserving individuals, the government has set clear eligibility conditions. A person must:
- Be certified as a person with disability (PWD) by the Social Welfare Department of Punjab.
- Be declared “Not Fit to Work” due to disability.
- Not employed in any government or private job.
- Not have received any recent financial aid from:
- Bait-ul-Maal
- Zakat Fund
- Punjab Social Protection Authority (PSPA)
- Benazir Income Support Programme (BISP)
- Have a PMT (Poverty Means Test) score of 45 or below, as issued by BISP.
- Have their data correctly updated in the DPMIS system, including:
- CNIC number
- Address
- Mobile number
- Educational background
- Work experience (if any)

Women Quota in Himmat Card Program
