KPK Launches New Transgender Registration Form
Peshawar, Khyber Pakhtunkhwa – In a significant step towards inclusion and social welfare, the Khyber Pakhtunkhwa Social Welfare Department has introduced a new registration form for the regular registration of transgender individuals. This initiative aims to officially record the transgender community in government databases and provide them with easier access to welfare programs, social security schemes, and other government assistance.
The project is a joint effort by the Social Welfare Department, Blueways, and the National Commission for Human Rights (NCHR). The launch ceremony was attended by key officials, including Additional Secretary Social Welfare Umra Khan, Deputy Director NADRA Shahid Khan, Provincial Coordinator NCHR Rizwanullah Shah, Program Manager Blueways Qamar Naseem, representatives of the transgender community, and officers from various government and non-government organizations.
Bridging the Data Gap
One of the main challenges faced by the transgender community is the lack of accurate and transparent data. According to official statistics, the 2023 census recorded just over 20,000 transgender people nationwide. However, multiple organizations suggest that the actual population is in the millions. In Khyber Pakhtunkhwa, the number of transgender individuals holding NADRA’s “X” identity card remains very low, leaving many without access to government benefits.
Government Officials Highlight Importance of Registration
Additional Secretary Social Welfare Umra Khan emphasized the need for inclusion, stating, “It is our responsibility to include the transgender community in the government system. Until they become part of official records, they cannot access government facilities, employment quotas, or protection mechanisms. This form is a vital step in empowering every individual and ensuring they feel safe in society.”
Rizwanullah Shah, Provincial Coordinator of NCHR, highlighted the link between accurate data and human rights, noting, “When a community is not present in records, its issues are often ignored. This registration initiative opens a new door for policy-making and effective interventions for the transgender community.”
Qamar Naseem, Program Manager at Blueways, also emphasized the importance of recognition, saying, “The gap between official records and the actual population is concerning. This form not only facilitates registration but also assures the transgender community that their identity and existence are acknowledged at the state level. Our goal is to provide opportunities for a dignified life.”

Government Support and Mobile Registration Units
Officials at the event assured that all participating government departments would provide technical assistance to make the registration process smooth and efficient. District-level social welfare offices have been tasked with maintaining constant contact with the transgender community to identify and remove practical obstacles during registration.
In addition, NADRA announced the deployment of mobile registration units that will visit homes, camps, and other locations to register transgender individuals. This measure will allow those who may hesitate to visit official offices due to social stigma or security concerns to become part of the government record.

This new registration form is more than a bureaucratic tool; it represents recognition, dignity, and empowerment for the transgender community in Khyber Pakhtunkhwa. By integrating transgender individuals into official records, the government aims to provide better access to social welfare programs, employment opportunities, and protection mechanisms.
With this initiative, Khyber Pakhtunkhwa is taking a decisive step toward inclusion, ensuring that the transgender community is not only recognized but also given the tools and opportunities to lead safe, empowered, and dignified lives.
