Sindh CM Wheat Relief Program 2025
Sindh Chief Minister Syed Murad Ali Shah has directed the immediate release of funds under the Wheat Relief Package 2025 to support small farmers across the province. Chairing a high-level meeting at the Chief Minister’s House, he instructed the Agriculture Department to ensure that financial assistance reaches deserving farmers without delay.
The relief package aims to help farmers purchase urea and DAP fertilizers in time for wheat cultivation, which is crucial for ensuring a strong and productive crop this season.
Rs 55 Billion Wheat Relief Package for 412,000 Farmers
The Sindh government has allocated Rs 55 billion under this relief initiative, targeting 412,000 farmers across Sindh who are cultivating wheat on approximately 2.26 million acres of land.
Under this program, farmers will receive direct cash assistance instead of fertilizers in kind, ensuring more transparency and efficiency in the distribution process. The Chief Minister emphasized that this step is designed to reduce bureaucratic delays and prevent misuse of resources.

Breakdown of Financial Support for Farmers
Each farmer will receive:
- Rs 14,000 per acre for the purchase of DAP fertilizer
- Rs 8,000 per acre for two urea bags
These funds will be transferred directly into the farmers’ bank accounts after proper verification. The move aims to ensure that the wheat cultivation process begins on time and that small farmers are not burdened by rising fertilizer costs.
Digital Monitoring and Verification for Transparency
To maintain transparency, the Sindh Agriculture Department has introduced a digital monitoring and verification system. This system includes:
- Android-based mobile apps for field assistants to collect and verify data (both online and offline).
- A verification app for Mukhtiarkars, enabling instant land record checks.
- Central dashboards at both provincial and district levels for live progress tracking.
Every field assistant and Mukhtiarkar is assigned a unique ID, and all verification data is GPS-linked to avoid duplication or errors. Farmers will also be notified via automated SMS once their funds are transferred.
All necessary documents, such as identity cards, photographs, Form 7B, and affidavits (in case of deceased account holders), will be uploaded through the app for record-keeping and verification.

Wheat Cultivation Schedule in Sindh
The wheat sowing season in Sindh varies depending on regional and irrigation conditions:
- In Upper Sindh districts like Sukkur, Larkana, Khairpur, and Ghotki, cultivation begins in late October and continues through November.
- In Lower Sindh, including Hyderabad, Mirpurkhas, Badin, and Thatta, sowing starts in mid-November and continues until late December.
Harvesting typically takes place from late March to early May each year. The timing of cultivation depends on canal water availability and the irrigation channels’ cleaning schedule after the Kharif crop.
Goal: Self-Sufficiency in Wheat Production
Chief Minister Murad Ali Shah highlighted that the primary goal of the Wheat Relief Package is to help Pakistan achieve self-sufficiency in wheat production. By strengthening local farming, the country can reduce its dependency on wheat imports and save valuable foreign exchange.
He emphasized that the program must reach genuine small farmers who need it most, ensuring that no one is left out due to documentation or registration issues.
Extension of Farmer Registration Deadline
To make the program more inclusive, the Chief Minister approved a one-week extension for farmer registration. The new registration deadline is November 8, 2025, allowing more eligible farmers to benefit from the relief initiative.
Murad Ali Shah directed the Agriculture Department to use all available resources to inform farmers about the extension. And ensure that the registration process remains simple and accessible.

He reiterated that the wheat relief package should be distributed equitably. And promptly so that every deserving farmer receives support before the end of the sowing season.
He concluded by saying that this initiative is a vital step toward strengthening Sindh’s agriculture sector. Improving food security and empowering small-scale farmers, who are the backbone of the province’s rural economy.
