In a historic step toward digital governance, the Government of Sindh has officially launched the Traffic Regulation and Citation System (TRACS), a fully automated, AI-powered traffic management system aimed at ensuring transparency, safety, and accountability on the roads. The initiative was inaugurated by Sindh Chief Minister Syed Murad Ali Shah at the Central Police Office (CPO), marking a new era in the province’s journey toward technological innovation and better governance.
Transforming Traffic Management: From Manual Challans to Digital E-Tickets
The TRACS system replaces the decades-old manual challan process with a digital e-ticketing platform powered by advanced artificial intelligence. Through a network of modern CCTV cameras, the system automatically records traffic violations such as speeding, signal breaking, and not wearing helmets.
By eliminating human involvement in ticketing, the TRACS platform removes the possibility of bias or conflict, ensuring fairness and justice for every citizen. According to the Chief Minister, this transformation reflects Sindh’s dedication to transparent governance and citizen-oriented digital services.

Technology Behind TRACS (TRAX): Smart, Secure, and Integrated
The Traffic Regulation and Citation System (TRACS) also referred to as TRAX is built on a powerful integration of artificial intelligence and real-time data processing. The system is currently operational with 200 high-definition cameras across Karachi. In the next phase, this number will increase to 12,000 cameras, eventually extending the system to all major districts of Sindh.
TRACS is linked with important government databases such as the Excise and Taxation Department, Driving License System, NADRA e-Sahulat, and modern payment gateways. This allows for seamless data exchange, accurate identification of violators, and secure online payments.
Citizens can now view and pay their traffic fines directly through the TRAX Mobile App, which also provides real-time updates on violations and payment history, saving both time and effort.
Citizen Convenience: TRAX Facilitation Centers and Mobile Services
The Sindh government has also set up TRAX Facilitation Centers at major traffic offices and police stations across the city. These centers will help citizens:
- Deposit traffic fines easily,
- Understand and clarify violation details,
- File appeals or contest challans when necessary.
This citizen-friendly model ensures that every individual can access assistance without unnecessary delays or complications. Combined with the TRAX mobile application, the system ensures a smooth, transparent, and accessible traffic management process for everyone.

Data-Driven Safety: Reducing Accidents Through Smart Enforcement
During the inauguration, Chief Minister Syed Murad Ali Shah highlighted the alarming statistic of 684 road accident victims recorded in Karachi between August 2024 and October 2025. He expressed confidence that the TRAX system will play a vital role in reducing such incidents through strict, technology-based enforcement and real-time monitoring.
To promote responsible driving, the Chief Minister proposed a two-stage penalty system where first-time violators receive a warning and the opportunity to apologize, while repeat offenders face stricter penalties. This balanced approach aims to build a culture of safety and responsibility among drivers.
Transparency Through CPLC Integration
To further ensure fairness and public accountability, TRACS has been integrated with the Citizen Police Liaison Committee (CPLC). This connection allows transparent monitoring of all activities, effective complaint handling, and swift resolution of public grievances. The goal is to establish public trust and ensure that every fine or violation is managed in an open, verifiable manner.

A Step Forward in Sindh Police’s Digital Transformation
The launch of TRACS is part of the Sindh Police’s broader digital transformation strategy. It follows other successful initiatives like the Sindh Smart Surveillance System (S4), the Talash App for instant criminal identification, and the Oteli App for employee verification.
Chief Minister Murad Ali Shah emphasized that these innovations collectively represent Sindh’s ongoing journey toward modern, efficient, and transparent policing. He appreciated the efforts of the Sindh Police, Rangers. And all law enforcement partners who contributed to making TRACS a reality.
Leadership Commitment and Law Enforcement Achievements
The ceremony was attended by senior officials, including Home Minister Zia-ul-Hassan Lanjar. Inspector General of Police Ghulam Nabi Memon, Additional IG Karachi Javed Odho, and DIG Traffic Pir Muhammad Shah, among others.
CM Murad Ali Shah praised the police for their dedicated service. Particularly acknowledging the successful Kachha operations where 72 dacoits surrendered. He also lauded the law enforcement agencies for their ongoing efforts in reducing crime and maintaining peace in challenging regions.
